The greatest part is you do not have to have eleven great skill players to make this work. Preach to them that 11 strong, and smart, will be better than 1 or 2 great players every time.

You can move extra defenders to the defensive line, back them off into the secondary, or design every look to appear like a blitz, making it difficult on the offense to determine who to block.
